Apply structured HDF5 edits and publish a guarded file version
POST/v1/workspaces/:workspaceId/files/$apply
Send a manifest JSON part and ordered attachments parts. Each edit attachment is its zero-based index. Non-browser clients send encoded multipart bytes and a Content-Type boundary.
