Unified domain event stream

Subscribe to domain events for one or more user and workspace scopes. Requests with Accept: text/event-stream receive a Server-Sent Events stream; other requests return a bounded JSON polling response. Events use a CloudEvents-style envelope and are filtered by the authenticated principal's permissions before delivery.
